Asset Management

There are two systems that play a vital role in the management of a landlord’s housing stock i.e.   housing management and asset management systems.  There are also different types of landlords i.e. private and social housing landlords and therefore asset management will mean something  different for each of them.  At Saxons we are experienced in asset management for all types of landlords and support our clients through both of the following:-

1) Housing Management; an operational management tool that deals with (among other things) rent collection, allocations, estates, repairs, tenant enquiries and contractors and is generally the core system used by a landlord or their management agency.

2) Asset Management is somewhat different being a strategic planning tool driven by stock condition data to forecast future costs of maintaining housing stock. Often this includes the management of asbestos data.  This interconnects with tax planning as well as forecasting future costs and helps landlords to manage capital investment programmes too.

Social housing landlords need to project future costs also in order to:

-maintain housing stock at the required standard (in England this is the Decent Homes Standard)
-Also manage programmes of capital investment
-Undertake stock options appraisals (to understand when it might be beneficial to sell or demolish stock rather than maintain a property).  

Social landlords are also required to produce Energy Performance Certificates for their properties.  

The Department for Communities and Local Government is responsible for defining the national housing strategy, and defines the guidance within which local authority housing offices must operate. Private sector housing trusts operating in this sector are regulated by the Tenant Services Authority.

Asset managers are monitored by the Audit Commission who grade each organisation against these national strategy guidelines.
